New details have been announced about a new rural immigration pathway to permanent residence (PR) in Canada.

The Rural Community Immigration Class offers a pathway for foreign nationals who can address labor shortages in designated rural communities outside Quebec and wish to settle there long-term.

To be eligible, applicants must meet specific requirements related to:

  • Work experience
  • Education
  • A valid job offer
  • Language proficiency
  • Proof of financial support
  • Intent to reside in the community

*Applicants already in Canada must hold valid temporary resident status during the application process and maintain it until PR status is approved.

Work Experience Requirements

Applicants must possess at least one year of continuous, full-time work experience (or an equivalent amount of part-time experience) in an occupation categorized under the National Occupational Classification (NOC).

The work experience must meet the following criteria:

  • Be obtained within three years of submitting the permanent residence application;
  • Include the performance of key responsibilities and main duties as outlined in the NOC;
  • Be completed with a third-party employer (except for medical practitioners); and
  • If the experience was acquired in Canada, the applicant must have held valid work authorization and temporary resident status.

The specific work experience required may vary depending on the employment offer.

*International Graduate Exemption:

The work experience requirement is waived for applicants who have earned an eligible credential from a post-secondary program and meet the following criteria:

  • Successfully completed the program through full-time study;
  • Obtained the credential within 18 months prior to applying;
  • For masterโ€™s or doctoral programs lasting less than two years, the applicant must have resided in the designated community where the employment is located for the duration of the program; and
  • For other programs lasting two years or more, the applicant must have lived in the designated community for at least 16 of the 24 months preceding graduation.

Genuine Offer of Employment


An offer of employment must satisfy the following conditions:

  • Be issued by a designated employer, approved by an economic development organization;
  • Be for permanent, full-time, non-seasonal work;
  • Be located in the designated community, with at least 75% of the job performed there;
  • Align with the applicantโ€™s qualifications, including relevant work experience or education, matching the duties specified in the National Occupational Classification (NOC);
  • Be for a role in which the applicant has recent work experience unless they qualify for an exemption, such as being a nurse or an eligible international graduate.

Language Proficiency

Applicants are required to submit language test results from a designated institution approved by the Canadian government. The test results must demonstrate the level of proficiency needed based on the NOC TEER category of their job offer.

The required Canadian Language Benchmark (CLB) levels for each TEER category are as follows:

Language test scores are converted to CLB scores using the governmentโ€™s official scoring grid. Test results are valid for two years from the test date, after which they expire.

Education

A copy of the Canadian credential is required if earned in Canada

Applicants must hold at least a secondary school diploma or a higher-level credential.

  • If the credential was earned in Canada, a copy of the Canadian credential must be submitted.
  • If the credential was obtained outside Canada, a copy of the foreign secondary school credential must be provided along with an equivalency assessment, completed within the last five years at the time of application.

Proof of Funds

Applicants must demonstrate sufficient funds to support themselves and their family members for one year.

  • The required amount must be at least half of the low-income threshold for rural areas outside major cities, as determined annually by Statistics Canada.
  • This requirement does not apply to applicants currently working in Canada.

Intent to Reside
